Bait and lure is mostly hit and miss with Otter. Blind sets are the way to go for reliability,quickness and ease of setting,in my experience.Once good blind set locations are identified they will produce year after year,providing there are no major manmade changes to the habitat. A "good" fish oil is about the best you can do for an otter lure. I have caught a few otter in baited mink sets,all have been young otters or starving older otters with infestations of dracunculus.
Forget that fear of gravity-get a little savagery in your life.

I would keep the lures and baits for coons and canines. Blind setting is where it's at for otters.
If you insist, I would go with a wad of grass or leaves that have been peed or pooped on at an otter toilet. Otters will be interested in that particularly during the rut. When I run the rivers I usually see at least 5-10 toilets during a 10 mile run.

I only use lure for otter at dirthole sets at their toilets. Most on here would be amazed at the numbers of otters that have been caught in dirthole sets. They are suckers for that set...lure only...no bait.
Otter Lure Supreme is not hit and miss at an otter toilet dirthole set.

Might work here if you could locate some dirt.Otter dont prime here until mid-late november and start to singe late feb. Good luck finding any dirt around in that time slot,lol.
