I used it on a new vehicle last year. It will wash off eventually in areas of the underside that get a lot of water spray.
As far as slowing down existing rust.....I don't know.

Ya I don't know About existing rust, no one really say, except parts store say ya sure to make sale, this guy I know spray on rusty brake lines, mine are plastic, body shop say undercoat n paint no good on rust, sandblast first, I not do that, say oil may help little on rust, hate let rust away in humidity summer salt in winter yet waste my time on oil rust if does no good, oil well protect metal from rust, I don't know about existing rusted metal but eats away an thins the metal the rust does , scary look how layers rust come off suspension , an thinner metal left on frame around kingpins or ball joints

I had a full size chevy that rusted out at a curves in the tubular frame. Some engineer thought it was a good idea to put an opening there to collect mud, dirt and salt. Even if you wanted to be proactive about it I dont know what I could have done other that cover the opening when new?.

It can’t reverse what has been done, but it slows down future rust

Dave Fluid Film won't hurt the rubber bushings.
