At my Panel I am reading approximately 150 Volts Hot to Ground, 26 Volts Commom to Ground, Is this an issue ? Thank you

Sounds like you have a bad/faulty neutral connection somewhere. Might be as simple as the neutral lug in the panel being loose.

But checking the neutral is where I would start.

At the top lugs of the main breaker in the panel? Anything between those lugs and your meter?

Loose neutral; possibly in the meter base. Could be a transformer issue on the utilities side. Found a meter base that had gone south one time. One phase was 119 to neutral and ground. The other was only getting 97 volts through the meter base.

If this is a main panel make sure to have the neutral bonded to the ground. There is a screw (hex head sometimes) that needs to get tightened down to bond the neutrals to the ground. It should be part of the neutral bar and is literally just connecting the neutral bar to the rest of the metallic panel enclosure, otherwise if you notice the neutral bar is "floating" inside the enclosure by means of a plastic bracket. This is per code. If it is a subpanel, then don't bond it. If you have it bonded, then I would continue searching for a bad neutral or bad ground somewhere. Weird issues like this are usually a result of that.

Faulty neutral. Could be any where between the panel and the utility transformer. How is your service from the transformer , to your house serviced. Is it overhead or under ground. If overhead , a faulty connection at either end of triplex. If underground can be a burnoff of the neutral ugnd. I would get in touch with utility. This can do damage to your electronics , as voltage will surge depending on the balance of you load.. old243.

Main panel in first house is fed overhead, From that Panel cable goes overhead to panel in second guest house where I am taking the readings
