Absolutely! Its in line with mandatory vaccines in my opinion. At least cops cant use it as a primary reason to stop here.

Not my state, but I work in Wyoming as a guide. Lion hunter has to wear orange when shooting a lion, guide or anyone else along doesn't, only the guy pulling the trigger. And only when he is getting ready to shoot it at the base of a tree with a bunch of dogs barking every breath. Doesn't have to wear it when walking into the tree.
