It appears to be a smoked brain tanned buckskin bag with buckskin fringes on the sides and bottom. Perhaps the loon skin was applied over the buckskin bag or the buckskin pieces are sewn to the loon neck bag. The red embroidery on the top of the bag seems to be of floss or thread. If it is dyed porcupine quills all the better. If it is old it should be sewn with sinew rather than thread. The strap and hanging decorations seem to cut with pinking shears. The FFG Harding series book Canadian Wilds talks about Native loon hunting. I've seen pictures of Athabaskan articles made from loon skins. I might guess early 20th century but that is just a wild guess.

That leather is 'buckskin' or here it is called smoked hide. It's likely either deer or caribou but could be moose I suppose. One side was smoked and the other side is still mostly white which is standard practice. Smoking enables the leather to remain soft after wetting. So what is pictured is a 'buckskin' and loon skin bag.
