Don't mess around with it. Show up on their doorstep, confront them, and put an end to it. Stalking is serious stuff, plenty of stalkers have killed people. Unless this stalker has a restraining order or something similar, it's perfectly legal to show up at their door and talk to them. Make it clear that it ends right now.

Truth, also its known that most people that kill or commit the offense are the ones that are related to the victim. Don't mess around, period.

Report as a suspicious person every chance you get make sure a report is written/filed every time (get a copy of every report!) Take pictures if around the house or work anytime you go out and they are around document EVERYTHING! Date, time, behavior, distance, record everything from phone calls to personal conversations, save emails and written letters.

If It gets real weird file a protection order if needed, if you don’t get any help write a letter to your newspaper or State representatives.

Heard sun-cured possum tail works wonders, but...
I think that's only for light to moderate stalking/border jumping.

I think you just have to be scarier than them. Sociopaths usually back down if they feel, they, themselves might be at serious risk.
