When they initially turned on the power several houses burnt down Woah. I wonder if the power company is responsible for covering that

I wasn't given a tracking number so i dont know when or if the order i sent will get there, hopefully soon. Did he happen to mention canned bacon? I will check on it

I wonder if the power company is responsible for covering that Most I'm aware of are responsible for the grid and line up to the house but nothing past the meter. In normal circumstances they would rely upon the code enforcement building inspectors to sign off on final inspection before hooking up power to new construction or repairs. In this case someone should've flagged unsafe structures and disconnected meters or dropped lines prior to restoring grid power. Not the power companies responsibilty to inspect structures.

Though the homeowner cannot legally touch the meter or feeder line to disconnect power should he be aware of a risk. If he alerted the power company or local inspector and requested disconnection then it might fall on the other party. But that would probably require a judge to figure out. No matter who some bottom feeder will get his cut.

Generally a utility will not turn power on or water on unless someone is there in the house to check for problems when utility is restored. In this case I'd imagine a lot of folks had abandoned their homes. Looks like the lawyers will be eating well.
