A female Great Horned Owl can make a sound very much like that fox scream, although it is more of a shriek.

There’s an Eastern Screech Owl sounding off in the woods south of my place right now. I was out on the deck watching the big crescent moon as it hangs over the southern horizon and the screech owl started serenading me.
Eh...wot?

I'm no expert on owls (or anything else) but I do try to ID the owls I hear in my woods by sound and then by what they look like. And I get lots of help from the internet too. LOL
The light is not good in your pic but it looks like the more common gray phase of the screech owl.
There are only seven owls that nest in PA (and eastern MD I assume) so it doesn't take me long to narrow down the suspects.

Porcupine would be my guess, they can be very vocal, They don't live in KY or Indiana.
