dont hear much about it anymore but guys would take an early a rubbed or other low value coyote hide. put it in a five gallon bucket for a day or three in cool weather so there is no taint. remove the hide and let it drip into the bucket. use the coyote water at a set.

as a general rule dogs and coyotes dont like each other much. they can tell the difference

I've seen fresh coyote glands flat out scare coyotes on trail cams. I would think strong smell of dog might have the same effect. Wouldn't be hard to test if someone was thinking about trying it.

I think it would have to be a minimal amount of hair not to overwhelm the coyote.

I think there are many attractants that would get much better responses than dog hair. I'm assuming you would be going for primarily a territorial response. Real urine, dirt from another catch circle, other coyote droppings or even another coyotes foot would be a few things that come to mind.
