All ammo is annealed, a few times actually, throughout the forming process when the case is made. Most manufacturers will polish the cases before loading to diminish the discoloration... Sometimes if you look close you can still see the line.
I don't know about other nations, but any ammo produced for our military is required to NOT be polished so that it is easily verified that the necks were annealed.

I've bought a few orders of IMI 5.56 through Midway and they have that discoloration. Shoots fine...

x2 once you shoot it and tumble it the discoloration goes away.

Back in the summer, Midway was selling this Lake City pull down brass. At one point, got down to $225 per 500, with no haz mat and free shipping. Never fired cases, with CCI 34 mil spec primer. I inspect them and clean them up a bit and resize the necks, but otherwise shoots fine. Removing primer crimp is easy enough. Anyway, it all has those marks, and do remember reading somewhere it had to be done that way as proof the necks had been annealed. https://www.midwayusa.com/product/1023560172/
