I think it's a grain grinding wheel. The 1st pic is the grinding surface, and the other pics are of the top. The grove around the outside is to move it back and forth with raw hide or sapling rope. No hole for a handle like in the pic. The offset hole is odd though. Could have been a, that one tribe made them this way kind of thing. Just a guess

It's 3 inches in diameter. Pretty small stone. I'd guess its worn down a lot.

In better days, it may have looked more like this: Primitive grindstoneJust as a wild guess, the offset hole in my link may have been for a handle. The grooved circumference on yours may have been a rope drive. Maybe it operated as a cam. within an abrasive cylinder. All theory; sorry, no knowledge.
