How will the city know if an owner has insurance or if he owns a firearm? Is registration a requirement like IL does?

It says "within 6 months of purchasing the firearm". Supposedly, only the manufacturers know who owns a gun, and if the gun is found to have been used in a crime, they can identify the owner by tracing the buyer thru the manufacturer. That's what a gun dealer in Florida told me. That's probably not accurate however.

It's not. They go to the manufacturer,which distributor did you sell that gun to.. Then,dist.,which dealer did you sell it to? Then,look at 4473 from dealer. That gives them original buyer.

From the sounds of it dealers in San Jose will have to submit their records to the city.

Let me get this straight a city wants to charge this fee to make $1.3m but will much more from people moving out of city limits. Did a quick search average property tax there is $5500 that's roughly 237 households moving out of the city to avoid this insurance.

Only Dealer knows who they sold a gun to. Thats where it ends.
If the gun is used in a crime all that can be done is go to the original buyer and ask how that gun got be involved in a crime.
To which the original buyer says "I sold it".
"Sold it to who?" says the law.
"Don't know, don't remember, and don't recall for how much and how they paid." is the reply from the buyer.
Nothing more can be done at this point.

Thats how it works in WI. Private gun sales are legal, I can sell anyone of my guns to whoever I want, no back ground checks and no records required.
