The handle is mounted offset. The blade to the stem appears to attached with a bevel. Possibly to smooth insertion of tool under something. It appears to be used by insertion and a twisting motion for removal.

I texted the pic to a buddy of mine and he just got back with me. He said he thinks it's a tobacco knife. Maybe could be???
I wonder if tap dancers walk into a room, look at the floor, and think, I'd tap that. I wonder about things.....
