looking at some designs it is basically the same concept as a water cooler type dog waterer the tank only lets water in to the bowl when the bowl gets below a level. then air can get in the tank , it keeps full longer and without sunlight or as much surface area , or a way for insects to get in to the tank , only the water in the bowl.
biggest question is how big and how are you getting the water to it ?

I'd like to keep the basin at about 5 gallons and the tank will be roughly about 275 ( one of the food grade tanks with the wire cage. I'll haul water and pump to fill as needed for now and build a catch system for rain and snow as time and $ allow.

I would talk to Mel Belding in Reno. He's built a million of them and could probably help you find some of the parts, etc. Mel is with Nevada Bighorns Unlimited. Thanks for the idea I'll look him up I'm sure I know someone that knows him. There's no sheep on the Mountain behind me but lots of antelope and chucker.

I'll haul water and pump to fill as needed for now and build a catch system for rain and snow as time and $ allow. how about a 275 IBC tote with a good gasket on the top cap , the valve on the spout , plumbed into a concrete mixing tub with PVC when you want to clean it out dump the tub by sliding it over and lifting up on the one side so you can get under the drop pipe the drop pipe sets the water level when air can get up the pipe , glug glug the water fills the tub until no air can get in with the valve at the bottom , shut that off before opening the top cap and when you have it filled and sealed again open the valve wait a couple minutes to make sure it isn't over filling , if it over fills then the top cap isn't sealed. if the IBC has a cage you can probably make a shelf off that to hold the tub.
