Take a look at this picture.

Top part is the lid, and that lower Stainless steel part, is the Stainless Steel liner that goes inside the Wood Travel Mug. Can use the same liner to make regular Wood Mugs. 16 OZ Capacity. In order to waterproof the inside of the wood Mug, can I just put a bead of GE Silicone on the inside top of the wood Mug. Then just slide that Stainless Steel line inside the Wood Mug ? Will Silicone stick to wood and stainless steel ?

I have used silicone to stick sheet copper to wood and drywall. I don't see why stainless would be any different. BUT, one of the cyanoacrylate glues might be better long term

It'll stick, as long as it's not wet or oily...
The old silicone formulas were "stronger" the new stuff stays softer if that makes sense, I just recently found a tube of Silicone sealant / glue that acts like the old stuff....

You might want to consider Gorilla Glue- https://www.amazon.com/Gorilla-Clea...&hvtargid=pla-312290647101&psc=1

Video- https://www.youtube.com/watch?v=VQ2FTCk5iXI. Notice the first project done in the video.

If you want it to stick till the end of time, use 3M 5200 its PU based and I can guarantee you it will never let go.
