What is the purpose of the powder coat? Does it improve performance in some way? It basically makes a polymer jacket around the exposed lead. Lead under a certain hardeness simply cannot be pushed at the at the same speeds as a jacked bullet. Your going to end up leading you barrel for a number of reasons . But with a good power coat you basically get this super tough polymer jacket that creates a barrier between the rifling the l and the heat/ pressure . That in combination with the quenching and heat treatment I do when casting and baking I have a cast bullet that I can push up to 2500fps pretty easy with no problems as far as leading ..... Howeve their other problems when we start pushing cast that fast like RPM thresholds and the like . O and also, cool colors !

Does powder coating involve baking the bullet in an oven to harden the powder? I know nothing about it obviously.

Powder coat is great I have run thousands through factory glock barrels and not a bit of lead fowling or issues barrels are clean
Powder coating when you push coated bullets through a sizing die you need no lube they glide right through and they glide down your barrel easier also it would seem.
no lube to worry about melting on hot days either
it is Almost jacketed but you can make it at home and cost is much lower than copper
all of my stuff is Harbor Freight Red it worked , they always seem to have it and it doesn't get much lower cost that I could find

I know nothing about it obviously. yes I put mine on parchment paper on trays in my little convection oven from the thrift store I don't use for food 10 minutes at 400* makes for a nice bake I also use my little oven for drying brass and heating kydex for forming

I just do lures but it really isn't very complicated. first I built a fluid bed which is made from pvc and fittings, Air from a fish tank pump is regulated in a chamber under the powder which is separated from the air chamber by a filter I use a piece of newspaper cut to fit. The air causes the powder to look like it is boiling and it takes on the look of liquid which means it is separated so that when you did your item into it it gives an even coat. To prep the piece I heat the piece with a heat gun till it just starts to turn shiny then dip it into the powder pretty quickly which gives a nice even coat. Then I hang them on the rack of a toaster oven and bake them at about 325 for 15 minutes then let them cool the bake them the same way for 15 minutes and once they cool the are good to go. I can see the quench method being better for bullets and is probably just a little different but with a bullet there is no way to hang it for baking.
