Got this a few years ago at a garage or estate sale because it was cheap and I had never seen one

No idea what it is used for
Guessing 13 on the one side is 13# head?

Anybody know what it is ?

Yeah I know it could be used as a pig castrator

Post pounder, all barns around here have a few. We used to pound all grape posts by hand when we were young. Tractor and wagon with two guys on the wagon one on each side. Every post got at least one tap as the tractor went slowly down the rows. The reason we did this is because the constant freeze thaw would push the posts up especially on wet ground. I usually used a 16 or 18 pounder. Swing those all day long for a few weeks every year. After the seventies we did everything with hydrolic pounders mounted on the tractor. That 13 pounder would be considered quite light. Made a man out of you quick

Interesting, with no freeze thaw down here I guess explains why I know nothing of post mauls.

Stake maul. Used one with 12 lb head , 2 ft. handle. Drove thousands of wood stakes for concrete work years ago. Cast iron head don’t use on steel stakes. I
