Maybe a fence they can't see through on your side of the line or ask him if he'd move they to the other side of his property? Barking is what hounds do. I'd try a gentle approach to him, heck tell him your wife sent you. lol

He most likely isn't aware of the problem, and won't be unless you bring it up. I'm betting he'll do something to remedy the situatiuon. Hard to believe the owner can't hear nonstop barking.

clueless owner, who doesnt care what others think... Like you really cant hear your dogs barking nonstop??? You want them, you keep em quiet. Dealing with something similar for the past 3 years. Tried talking to them but that's been a dead end. Talked to the township and they agreed it's a problem. They had a deputy stop by and have a talk with them but that was only good for about two weeks. Now anytime their dogs bark for more than 20 minutes straight they get another visit by law enforcement. Unfortunately the last deputy is clueless and probably did more harm than good.
Common sense is a not a vegetable that does well in everyone's garden.

Sounds like you live in town so I would think there is some kind of ordinance. Maybe call the code enforcement and see what options you have. If they seem like decent people I would talk to them first before getting law involved (filing a complaint), if they are known to be difficult let the law handle it You could always fight fire with fire if you want. Dogs hurt your ears, get one of those whistles that people can't hear and blow it all the time when you are outside. Supposed to hurt their ears
