Either need to bomb the whole area(middle east) burn crops, shoot live stock, burn cities, destroy electric and water plants. Destroy wells, blow up dams until the only focus of the people there is how bad they want to stay alive. Qatar has money. Yemen has rebels. I think the Houthi rebels have the "honor" of bagging the first M1 tank (export version) outside of fights in Iraq. The Yemen government and the Saudis haven't been able to crush the Houthi over time.

That’s because the people of Qatar are rich and will not get their hands or their white robes dirty. They depend on foreign workers to do everyday work.

Qatar cannot fill their jobs with their own people, because there are not enough of their own people to do them.

Indians lead Great Britain, Northern Ireland and run much of Canada now. There's more Indians than any other nationality on the planet. They have a terrible government and culture in India, that prevents most people from reaching their full potential. The smartest human being ever born was likely born in India, lived their entire life in a few block radius and never accomplished anything. Indians do much better elsewhere where there is opportunity.
