Anti trapping Bill S179 new jersey please read - 01/17/18 02:19 AM

Here we go again, get ready for another fight!
S179 was brought up in the Environment and Energy Committee. This bill is the same wording as last years bill S2750 and is in the same committee just under a different number. This bill will eliminate all trapping except mice and rats in your house (good luck finding a market for them). We need everyone to write, email and call the committee members and tell them you oppose this bill. If you email please also BCC to njfedtrap@gmail.com so we can keep a count how many emailed so they cant say no one opposed the bill. Below is the 5 members of the committee you need to contact and also the wording of Bill S179.

SYNOPSIS
Bans manufacture, sale, possession, importation, transportation, or use of certain traps.

CURRENT VERSION OF TEXT

An Act concerning certain traps and supplementing Title 23 of the Revised Statutes.

Be It Enacted by the Senate and General Assembly of the State of New Jersey:

1. a. Except for educational, scientific, or public health purposes pursuant to a special permit issued by the Department of Environmental Protection, no person shall manufacture, sell, offer for sale, possess, import, or transport a trap that is a spring-loaded device that restrains an animal by capturing the foot, leg, or other body part, including an enclosed foothold type trap or any other type trap that uses a jaw, arm, bar, cable, or wire to grasp or pin the animal’s foot, leg, or other body part.
b. No person shall trap, or attempt to trap, an animal using a trap that is a spring-loaded device that restrains an animal by capturing the foot, leg, or other body part, including an enclosed foothold type trap or any other type trap that uses a jaw, arm, bar, cable, or wire to grasp or pin the animal’s foot, leg, or other body part.
c. All equipment used in, or animals or animal pelts obtained through, a violation of subsection a. or b. of this section shall be confiscated by a law enforcement officer and forfeited.
d. Notwithstanding the provisions of subsection a. or b. of this section to the contrary, nothing in this section shall be deemed to prohibit or otherwise apply to a mouse trap or rat trap designed for use in and under buildings.
e. Any person who violates subsection a. or b. of this section shall be liable to a civil penalty of not less than $100 nor more than $300 for a first offense, and not less than $500 nor more than $700 for a second offense, and not less than $1,000 nor more than $2,500 for a third or subsequent offense, to be collected in a summary proceeding under the “Penalty Enforcement Law of 1999,” P.L.1999, c.274 (C.2A:58-10 et seq.).

2. This act shall take effect on the 60th day after the date of enactment.


STATEMENT

This bill would ban the manufacture, sale, offer for sale, possession, importation, or transportation of a trap that is a spring-loaded device that restrains an animal by capturing the foot, leg, or other body part, including an enclosed foothold type trap or any other type trap that uses a jaw, arm, bar, cable, or wire to grasp or pin the animal’s foot, leg, or other body part. The bill would also prohibit a person from trapping or attempting to trap an animal using such a trap. The bill specifies that a mouse trap or rat trap designed for use in and under buildings is not a trap prohibited by the bill. A person who violates the bill would be subject to a civil fine of $100 to $300 for a first offense, $500 to $700 for a second offense, and $1,000 to $2,500 for a third or subsequent offense, plus confiscation and forfeiture of all equipment used in, and animals or pelts obtained through, the violation.

With this new governor of yours the deck isn't stacking very well. If one state falls it does not bode well for the other 49.

So You'll be able to shoot problem animals in the summer and waste them because the fur is of no value then, (these politicians almost never know that) instead of promoting a pro-active wildlife management system set up by the state wildlife biologists that not only assures that the fur is put to good use, and license sales are funneled back to the state wildlife agency to help pay the salaries of biologists who monitor wildlife populations ......These people want to waste the animal, and make the public pay to protect their own buildings and property from coons, skunks,etc. put it to the politicians that way, and push how unethical it is to kill and waste wildlife. They probably think the only reason to kill an animal is to eat it.

If you paid attention you would know there are already quite a few states that have banned fur trapping already. Box traps only and California just banned trapping Bobcats with those.

This makes my stomach turn just reading it. I emailed.

This is what I sent. You guys can critique for others if you see a problem with anything.

Senators

This is in regards to Senate Bill 179 which would ban the manufacture, sale possession, transportation or use of certain traps.

I STRONGLY OPPOSE this bill. Trapping of animals is needed to prevent over-population, which then leads to disease, more human-animal conflicts, and starvation. Foothold traps are a necessary and humane trap. Otters and wolves have been re-introduced to many areas of the country and a large portion of the relocated animals were caught in footholds. When used correctly, they do not injure, they merely hold the animal.

The bill states that it doesn't apply to mouse and rat traps. I assume that is because they are considered nuisance animals. This bill would create thousands of nuisance raccoons, some diseased with distemper and/or rabies. Thousands of coyotes, overpopulated and slowly dying over months with the mange or starvation. Trapping helps ensure a healthy population surviving to breed for the next year.

Please see, there is nothing to fix. If anything, your bill should thank trappers for alleviating issues others don't want to think about or deal with.

I am not from New Jersey, my trapping friends there have asked the trapping community to intercede and their behalf. I gladly do so because I don't want your state to start a domino effect that will eventually affect me. See, I started trapping to cut down on the diseased (distemper) raccoons on my property. I have since learned that trapping is an essential tool in managing animal numbers to maintain a healthy population in numerous species.

If you paid attention you would know there are already quite a few states that have banned fur trapping already. Box traps only and California just banned trapping Bobcats with those.



I was not looking at this as trapping as a whole but more some of the details above. Thank you for being concerned about my attentative capabilities.

Thanks to every one that sends emails and the phone calls to the committee senators . We fought this same bill last year but under a different bill number. Please keep hammering that committee with calls and emails. Hoosier71 hit it right on the head with everything he posted. Thanks again and keep them coming. Would be nice if we could get these posts pinned to the top.
