I'm looking at buy a 150$ cultivator. I want to work in some manure into ground that is very loose. Will this cultivator break up dirt clumps and actually work the ground or are they not very good?

One more question when looking at the gas operated cultivators not looking at a tiller I seen where you can't buy one if living in CA. WHY?
