Did this problem start on it's own or after adding fluid, any part replacement?
Is the fluid foaming out of the filler or after the tractor is started overflows clean? Sound like you have a return blockage allowing fluid to build in the reservoir. Have you checked the power steering filter recently it could be deteriorated over time causing your issue. or if you have added fluid from a leak you might just have air in the system causing it to foam out. You should be able while the tractor is running watch the fluid in the reservoir without problems of overflowing and should have little to no air bubbles or foaming.
Good luck.

J Bar. Thanks. I’ll follow up. No foam, tractor running and it squirts out clear fluid if I loosen filler cap. After adding fluid, nopart replacement.

if all appears good loosen the filler cap, run the tractor drive it around throttled up to operating speed wheel lock to wheel lock if your not getting foam or noise from the pump you might of just overfilled the reservoir?
if you did you'll only risk loosing what you over filled then you should be able to see where the highest level you can add to before you overflow the reservoir. This is all assuming you have no other adverse affects to the power steering system " hard turning, noise, ect.."
