If the government uses military funding for a declared emergency can it declare the need to fund the military an emergency and use funds from other programs to fund the military?

The military and national defense is basically the only thing the federal government should be funding. Most other programs the federal government shouldn’t even be involved with. But, since we have such a overreaching federal government. yes, I suppose they could take money from one of the programs and funnel it to the military.

It's a very specific part of the military budget being used to protect our southern border. It's the military construction budget line item. We used funds from the same line item to build a wall between Syria and Jordan to help the Jordan military keep ISIS out of Jordan, why not use it to protect our own country from the invading hoards? More specifically in response to your question, it is specific line items from various dept budgets that the president has the authority to reassign because of the way they are crafted, not a carte blanche authority to reassign any money anywhere.
