Got a feeling the veterinarians put pressure in the right spot. You can't buy single doses of rabies vaccine either.

You can buy flea/tick meds over the counter here, but not the rabies and I can understand the rabies vacs because if it is not properly done it can have no effect and being vet administered it also means there is a record of it being done

The American Veterinary Association has a very powerful lobby that convinced and bribed states to make it illegal to purchase and use medications that have been used safely for years. The goal was supposedly avoid creating resistant strains of bacteria and parasites, but was really mostly about making veterinarians rich.

It is always about money. You have to go to a vet to pay them to get meds and then you pay more for licensed meds so pharm can charge more. Most of you reading this are not involved in agriculture, so you have no idea how Big Brother it has gotten. We used to be able to buy terramyacin for baby chicks to keep them healthy, but now it is a huge fee and only comes from the vet. The with vaccines in the pharm has been conducting clinics on how to give shots, because it must now all be under the skin and not muscular, as the packers were whining about that.
But America imports pork fever from China, worm beef from Brazil and has a bed bug nation as you can not get DDT, and half the fawn population is eaten by coyotes as poison baits are verboten.

The regs which should have come off have not come off to make life easier for people trying to care for animals.

Far as I know, in most states, you can't buy multiple doses either. Have to pay around a $100 for a $6 set of shots.
