3 foot long out of 1/4 inch square stock...........hand forged ? ......sharp fork on the end

Crucible tongs; for lifting a fire assay crucible out of a furnace.
Most modern crucible tongs are made for pulling the crucible horizontally out of a assay furnace door, the tongs are flat (same plane as the handle). Those where made for lifting a crucible vertically out the top of a furnace.

I think waggler got it. I was going to guess it was for pulling iron out of a forge, his suggestion sounds right on.

It's too delicate for any kind of normal size fire I think.

might have also been picked up at a rondy for lifting lids off of dutch ovens on the coals

Here is a picture of a new crucible charging fork for a modern horizontally accessed assay furnace. I'm pretty sure the one the OP has is an antique crucible charging fork used in a furnace that loads from the top.

Whatever it once was I could definitely repurpose it into a meat fork for flipping butts and ribs.
