Its a compass. You will need the post to mount it on and make sure it turns freely. You will need a large magnet to set on the north side of it and if the thing spins free it should point north every time.

If the hole isn't tapered?
I'm guessing a machinery part.
Possibly an harvester / thrasher or combine.

Not positive, but I believe that is a part from a syckle mower. I know I have seen it before but I can't recall exactly where or what on.

It's the cutting mechanism in a old sheath binder, every turn of the wheel moves a notch in the gear and when the 6th rotation the cord is cut with that knife end. And another stook was made and tied and flopped over onto the platform.
a old shops teach would always bring out a " thing-ma-jig" at the start of every class for Bonus Marks if you could guess "what-ta-truck" was.

I don't think it's for stretching carpet. I've laid carpet. Those lugs are too large to grab carpet. Carpet stretchers have small, sharp teeth to bite into the carpet, not big, smooth lugs.

Just sent the shots to my bro', in england, to show a carper fitter friend. Just for fun.
The patent sort of steals the show. But, yeah; I'd tend to agree that No Way could that thing hold a rug. Carpet Fitters I've seen use a finer, many spiked plate, with a leather covered, padded 'stooltop' sort of affair at the other end.
They press the spikes into the carpet. Ram their knee against the padded bit, to shove the carpet where they wanted it.
How long would tacks last, in that little bowl ~ being shoved and swung? Nope. Just doesn't make sense.
But, there's a Patent ..... Guess there was for the " Duncan Rabbit Trap " too!
