Sioux Falls will probably be hiring more law. Nobody's made much of a deal about it but we're (I live in the "burbs now) on a path to a record murder year. The metro has 3x as many people then when I graduated hs 40 years ago and more addicts to boot. The city gov may not want to pay for it but we probably will need more cops!!
