anyone that knows why there is a point spread in betting knows that the reason it goes up and down is because the Vegas book wants an even number of bets on both sides because they make their money win or lose. That's why if everyone started betting on the Chiefs -3 they would change the spread to -4 or -5 to get more to bet on the Bucs . The point spread does not indicate who Vegas thinks will win.

Wrong again, home teams typically has a point advantage of 3. So it would be bucs -3 at home versus most nfl teams. The fact that it is bucs +3 to +3.5 at home and it hasn't really changed means that they seam to be getting an equal amount of bets for both teams.

Like I said earlier the point spread exists to try and achieve an equal number of bets on both sides because the house will win no matter who wins . The point spread is nothing more than a thought out number to get an equal number of bets it's not an indicator of who will win. Since it has not moved i would say the spread is where they want it.
