Proper name for a wine cask borer would be a BUNG HOLE tool.

Wouldn't be used to bore the hole. You'd bore the hole with an auger and use this tool to ream it out for the taper that you need to seat the cork.

That sounds good to me. Not necessarily a cork but maybe also a Tap. :-)
