I am guessing there will be a pair of tugs stationed at those single sections you will have to have a tug escort going through. if you loose power they can keep you moving.

sort of like the rose bowl parade you have 30 seconds to get your float started or they dispatch the tow truck every float has to have the same hitch on the front in 90 seconds they have the parade running again.

the Panama canal has special pilots that get on your vessel at one end and off at the other they have final say in everything and handle the communications with the locks and control.
