for the U.S. Capital police to stand down?

The Chief, more than likely by direction.

Im all for it, the idiots up there don't want police anymore, im fine with it.

I understand there is a board that oversees matters. Would this board give direct orders to capital police in emergency situations?

Whomever has the higher authority over the Chief, e.g. Chain of Command. This is known as "by Direction".

Pelosi is where that buck ultimately stops.

It's hard to say who gave the orders or what the chain of command was during this staged insurrection.

Notice that the Ashli Babbit killer got off. Of course, that's because she is still alive, and nobody actually got shot. Most of us saw the video of all that acting and all those actors, and that video continues to get scrubbed every time someone posts it on YouTube or FB. Go figure.
