Carp/Euro fishermen what is it?

I ordered some boilies stops on Amazon to try out and they came with this unusual contraption in the package. No mention of it in the listing and no directions. About 2" long, 2 parts with o ring seal. One end looks like a colt cigar tip LOL
I am stumped
