I just need to know more about what its supposed to be like. Somebody has messed with this thing. I think its supposed to be a plug with a hex head. Head is disfigured and someone has braised a couple of bubbles on it. I can't even get a wrench to hold.

The hex is flat on 2 sides and not really even flat. The other "sides" are round (sort of) with the bubble on one of the sides.
I thought it was supposed to look like your picture but never seen anything this screwed up. I guess they braised something on it to screw on.

If have a welder get biggest nut that you can weld onto the stub you have left inside the nut. After weld it on then does with penetrating oil. If no welder can drill divet close to outside but not to the threads and use a chisel
to drive it around and unscrew it. The welder method works best though.
