My brother bought a farm 1 mile from me, the topography is a complete opposite from my farm. He has hardly any top soil, and mostly rock where his house sits. So, we built (4) 3' wide by 20' long by 2' high elevated planter boxes. That has been the only way he can garden on his place. Where he does put plants in the ground, it has to be heavily amended. Literally tons of compost and rabbit manure have been worked into what little soil there is to create enough depth to grow anything. It's a slow process, been doing it for 5 years. But in the mean time, his raised beds produce well.

The Hill Country is rocky so ppl build raised beds and use soakers hoses to irrigate

For sure water is a must with elevated planter boxes, make sure you build them close enough to the garden hose, lol .

there was a guy here setting up community gardens on old asphalt parking lots and hard pan city lots they would not till at all
the answer is wood chips and compost , they did a huge amount of composting they would lay wood chips then make rows of compost grow in the compost
sometimes at the end of the season they would shovel all the compost and wood chips up and take it back to the big compost site mix it with more fresh and compost it all winter and go again
you don't need to do that if you are not on a parking lot , you can just keep adding

The rule here when picking rocks out of a field is only pick it up and throw it in the bucket if it is bigger than your head. My garden is covered with sheets of black or green plastic, to hold the moisture in and the weeds down. Rocky soil drys out fast. Use lots of manure. Ever see trees growing out of the crack in a big rock? If you can plant a seed in the dirt between the rocks it will grow.

One thing about the plentifulness (is that a word?) of rock is that just about every old building has rock walls that will likely be standing 100 years from now. They are very attractive!
