Just a rehash of a failed attempt from many years ago. Even El-Annoy finally came to it's senses and dumped the program as a failure.
A friend of mine told me the one of the past attempts failed because of what people did - full compliance.
Every day , sometimes several times a day , gun owners would go and buy a single box of .22lr. (50 rounds) Fill out all the paperwork.
Then do it again and again and again. And twice on Sunday.....lol
They buried it in paperwork to the point of within a month or two , they had so much paperwork it would take years to file it all.
