Most better universities and coleges give scholarships to non-white and non-Asian students to promote diversity. Often those students have test scores that would not permit them to even attend if they were white or Asian.
I went to the number 2 private high school in the US, which 2 years after I started, did the same. Before artificially improving diversity, my high school was almost entirely white and Asian. We had no students graduate in my class that weren't white, Asian or half white/half Asian.
