Looks like a wells cat. Likely found floating, near death, because it couldn't get that critter down (I've seen videos of other fish this way.). They tied a rope on the animal and pulled it out. I don't see any trap.

I watched a Flathead eat a duck one time on the Little Kanawha River in Gilmer County WV. The Duck was swimming by and suddenly the Cat Fish just pulled it under. The Duck was only in about 2 feet of water. The Catfish was laying in a Beaver Den opening under water. We were getting ready to noodle when we watched it.
