Accessory on NH 14 Chain

I picked up a Newhouse 14 (that needs a pan if anyone has one..) at a flea market recently and it had this accessory attached to the chain - can someone give me some info on it?

In my opinion, it is a trapper add-on, not factory original. And as stated, a drowning lock.
