pigeon ?

I doing a pigeon job for the worlds fair park in knoxville. I have always had success catching pigeons. I pre baited like always. Everything looks good so I activate the doors. I came back and 1 bird. So I left it in for a decoy. I return the next day and some contractors are laughing, there was 1 bird chasing away any bird that would land and go for the bait. They said it was doing that all day. I'm dealing with a bully pigeon. Has anyone seen this????!!!! This is a high profile area in down town so they refused shooting. Its in there parking garage so we may mist net.
