So I am not an ADC professional, however my brother in law is but mostly bats, moles, and coons with cages. He asked me to come out and help him with a coyote job he just got because he has never trapped them before.
I was hoping you guys could give me some tips on off season coyotes and how they behave/react to lure.
The job is limited to footholds right now as it is what the HOA has requested. Otherwise I would tell him to just set snares.

When you're not sure what set to put in cover all your bases. Dirt hole, flat set and urine post set. This time of year young ones are running all over the place. A good curiosity lure would probably work well. Dirt hole with fresh meat bait is also a good one to use.

If the area you're trapping in permits it, bait stations and blind trail sets work anytime of the year.

Use a little backing, but not too much. You could always use backing & a blocker & use as more of a pass thru type set. It doesn't take a lot of lure. If you use a dirt hole, put some sheeps wool in the bottom.
