Got a call about beaver flooding a homeowners yard. When I got there I found out that the beaver were actually on another property and the custodian wouldn't allow access to the property to remove the beaver. My question is, can the custodian be held responsible for damages to the homeowners property because he refused access to the property to remove the beaver?
Maybe. Time for calls to the local state agency, and an attorney.

I hope so! I read that PETA planted beavers in one of our rivers. Wouldn't it be great if the people along that river, who have flooding, could sue PETA?

I was actually trying to find out if maybe the possibility of liability would force the conservancy to do the right thing and either hire someone to remove the beaver do it themselves. This property changed hands several years ago and the current manager couldn't care less about the problems the people are having because of the beaver on the property.
Have an attorney send a letter. That tends to get attention.
