Here is the situation:
New Jersey is considered to have ownership of all wild animals, hence you need a hunting or trapping license to kill or possess said animals.
Now, if the neighbor's dog kills your chickens he, as the dog owner, is responsible for the damages, in this case the value of the dead chickens.
In New Jersey if a wild animal kills your chickens (or damages your home or property ) and you hire someone to catch the culprit wild animal, that person has to charge you sales tax on the total amount of of his/her fee.
So lets say a raccoon kills 10 of your hens and you hire me, Eric Space, to catch this raccoon and my fee to do so is $400.00. The additional sales tax is $24.00 so total charge is $424.00.
In essence you are paying the state of New Jersey $24.00 for the privilege of having their raccoon kill your chickens.

no sales tax on services here. hit a deer and state wont pay damages but if a cow gets out and a car hits it the owner of the livestock is liable

No, just like every other state that I’ve ever heard of, we follow the North American Model of Wildlife Conservation.

I find it odd that NJ doesn’t follow this model. I can’t find it anywhere that NJ owns the wildlife. Do you have a link?

Oh, never mind, your question is about sales tax, no, we don’t have sales tax here.
