Bait and lure is mostly hit and miss with Otter.
Blind sets are the way to go for reliability,quickness and ease of setting,in my experience.Once good blind set locations are identified they will produce year after year,providing there are no major manmade changes to the habitat.
A "good" fish oil is about the best you can do for an otter lure.
I have caught a few otter in baited mink sets,all have been young otters or starving older otters with infestations of dracunculus.

I would keep the lures and baits for coons and canines. Blind setting is where it's at for otters.

If you insist, I would go with a wad of grass or leaves that have been peed or pooped on at an otter toilet. Otters will be interested in that particularly during the rut. When I run the rivers I usually see at least 5-10 toilets during a 10 mile run.

I only use lure for otter at dirthole sets at their toilets. Most on here would be amazed at the numbers of otters that have been caught in dirthole sets. They are suckers for that set...lure only...no bait.

Otter Lure Supreme is not hit and miss at an otter toilet dirthole set.

Might work here if you could locate some dirt.Otter dont prime here until mid-late november and start to singe late feb.
Good luck finding any dirt around in that time slot,lol.

You don't even need lure at a dirt hole at a toilet. Just make the biggest gawdiest dirt hole in their toilet area, and they can't help but investigate it. Dirt holes at toilets are really good sets.

Both otter that I caught in foot holds this year I caught on the boss mans backbreaker beaver trapping

One time I caught a skunk in a mink snare alongside the Wallkill river. He had sprayed so I just looped the snare and skunk over a bush to let him air out for a while and would pick him up later. When I returned the whole area surrounding that skunk had otter tracks in the snow. I had already caught my limit (1) of otter for the year. Next year I brought a skunk along to a narrow ditch that fed into the river, hung the skunk a little ways up the ditch, set a conibear in the ditch and had my otter within a day.
In the 90's I trapped in NY where there was no limit on otter. I had permission on a property alongside the Delaware River and used the hanging skunk set to catch a bunch of otter before the river froze. Here I used #4's on drownders. Otter are curious and a skunk or easier yet a crow will grab their attention and get them to come over off a bigger river and see what is up. Sometimes and otter's eyes are a better way to attract him than his nose.
