Could be 'bore condition', bullet selection, twist rate, damaged or uneven crown, brass consistency (length, neck thickness, primer vent), 'operator error' (pulling a shot). Any one or combination of these things will affect your grouping. Good luck. Just be safe. Charlie

What powder are you using, how far are you of the lands , what weight and make bullet ?????? The info here is a little slim to make any recommendations.

I had an old Mossberg .243 that would not shoot any bullet under 90 grains worth a darn. Loaded with 95 or 100 grain bullets and it shot great groups.

buy a box of factory bullets see if they shoot any better. lots of things could cause those groups. loose scope screws, poor scope, poor shooter, wind, poorly bedded action/barrel, inconsistent case length, inconsistent powder charge, bullet seating, bullet choice, powder choice, mixed lot of brass etc

shoot some 5 or 6 shot groups 3 is to small to really confirm a pattern what I found on a rifle I have been working up a load for is that it shot 2 groups , a freind found this with his also. it took me some time about 80 rounds to fully identify the pattern but if I was really sure to hold it in my shoulder tight like if I used a sling it would shoot one group one of the groups would shoot was low and right of the other group on several of my 5 shot groups 2 would be in one place 3 in the other I finally figured it out 1 is where it free recoils to , 4 is 4 rounds 3 holes and X is where I wanted all 5 to go this is at 100 yards and the grid is 1/4 inch it is a 308 the stock was just a little short , if the rifle free recoiled it was up and left if secure in my shoulder right about where I was aiming since you can't recreate free recoil every time , it requires making sure to hold tight every time , I added 1/2 inch more recoil pad and it is shooing more consistent one group and not 2

Try it again with factory ammunition and a lead sled or some good sand bags set up just for you ! I say also go with this and then see what the gun dose. it will give you a idea of how the gun shoots. Then you have a base to work with when you do reloading.

Try drawing a 3’’ square and color in use one of the corners as your point of aim this will help your groups it’s hard to have the same point of aim when just aiming at a circle ⭕️. The amount of powder difference you are doing could make a difference but it will not do much for me the OAL makes the most difference my best grouping rounds will not fit in the removable clip when using the nosler ballistic tips they are about .015 to long but if the load book is call for 48gr. To not be exceeded load 3-5 at 46gr and the other 3-5 rounds at 47.5gr you will see a difference but if you are not trimming your casings each load your seat depth will never have constancy and also for me the first or second time the casing is fired may not be the best groups my 243 likes 3-6 time fires casings I like the H 414 powder or the IMR 3031

I wouldn't waste my money on factory ammo unless you plan on spending a bunch of money to find out what your gun likes. Your would be better off buying more components. It may be a bedding issue. Check all your screws (action, scope, bases). Try working the load up to max or down to the starting load. Try a different tip. You may have found a load your gun does not like. Is the scope good?
Make sure you are holding the gun the same for each shot. Don't wrap your finger over the barrel either. Oh, and don't flinch.

I have groups similar on all my rifles. Always ends up being the shooter, me. Most rifles are more accurate than the shooter. Shot a few rounds, walk to the target instead of using the spotting scope. Give the rifle a few minutes to cool.

Reloading is such an interesting thing. As little story. Tried the eldx bullet is three different target rifles. Always had two in one hole with a flyer about an inch away. All three guns. Always used Lapua brass. Decided to switch to hornsby brass and it shoots hole in hole with the 6.5. So many variables. Same load, different brass. Turned a one inch group into a one hole group
Don't do anything you don't want to explain to the paramedics. I do appreciate a good story tho.

Thanks for all the replies fellas, I apprecite it. I didnt give details in my first post to see if there was a"generic" fix for a group like this. I will tighten everything on the gun this evening, but I am thinking that a lower charge helped tighten things up. Lowered to a 36gr charge and it shoots the best. I did a 3 shot group, then a 6 shot group. I think I am to the point where I will mess around with OAL (like someone suggested). Here is my 3 shot group with 36gr. You can see the group below it with a higher powder charge. O yea, the gun is a Ruger American, bullet is a Sierra 85gr hpbt and powder is IMR4064 I have always found that a slightly lower charge will shrink groups ...at least when I am behind the gun.
