Here is a little different approach for the whole thing. Many years ago they had what they called a mob riot at bar close during our local fall festival. They sent one of our fire rigs down there to hose down the crowd young folks, make them cold so they would go home. Guess it kind of worked except the next year some came back wearing rain coats..Crowd was even rowdier.
My idea was why not add red or maybe purple dye to the water hose them down. Then you could round them up piece meal for days. Make them explain why their dyed.
Anyway I saw it suggested on another site that they should dump water on these folks with air tanker fire fighting planes. Same thought make them wet and miserable they'll go home. Some have suggested the storm headed there may do that??
If your going to go to all the trouble to fly a tanker do an air drop. Why not fill that thing with red or purple dye. At least that way any that do make it across the boarder will be easily identified. Any by stander or reports get all dyed up to bad. Explain your self for looking like a smurf.

Read primary source documents and you'll soon see that no one cared about slavery until the later days of the war. It's use as a pretext was only for optics. Lincoln himself often spoke and wrote about how he cared not the slightest about slavery. As did most Union soldiers.
