On the NAFA diagram that was posted, don't assume that the tail is shorter due to the fact that fur is pulled down along side of the tail base. The tail is NOT stretched or pulled down which shortens the sides and decreases the density of the fur. The base of the tail is still the base for the bottom of the skirt, how you pin your coon will determine how you can keep the skirt as long as the base of the tail. If you pin the base of the tail as wide as you can then you don't need belly fur to make the skirt, you can use the heavier back and flank fur to do that.

36” It says it in the first sentence of the article you put on here. Measured from the nose to the shortest point. That would be the base of the tail. Still a nice coon though.
