I don't have a problem with this in principle. It's the logistics of it that become impossible.

Lets say you raise 5 billion. What do you do with it ? Give it to the IRS ? Congress , ? Give it to Trump and they'll impeach him for taking a bribe. Can't start construction because you don't own the property.

We'd be better off taking that 5 billion and running decent people to clean out congress completely.
