WS isn't doing this beaver work nation wide or in a single state for free. The cost will be covered by you and I - the taxpayers. But since it is a verbal agreement only I doubt the "free" portion will be in written contract. And if it is, then it will only last for a year at best imo. Then WS will jack up their fees substantially.
If I were in your shoes I would be screaming like crazy about this to all of my elected officials at both the State and Federal level. I'd be asking them why I, as a private small businessman, am being prohibited from bidding on a contract by a federal agency that is claiming to be doing the work for "free". I would ask, "Why am I paying to have my tax dollars used to put me out of business?" You know, give them the entire business speech.

While your at it, give them the business on Social Security and how the rate of return on billions is dismal and much squandering of that money has taken place, maybe we could get that changed and then worry about the peanuts in the bucket WS is spending on public safety.
I guess I'm a BIG Picture type of guy......................................

In The Weeds, solve one small problem at a time based on priority. SS isn't about to be solved any time soon. Too darn many politicians have their hands in the cookie jar. Why is it common type sensible people can resolve problems way quicker, with better results, than politicians can?
