I recently picked up a "new" (seconds) pair of Red Wing work boots for a good price. I wore them for the first time this weekend and found out why the were seconds. The sole is coming loose from the bottom of one boot. What is a good adhesive to glue the sole back on. In the past I've used shoe goo without any luck, there must be something better, any ideas?

Take them to a good old timey shoe repair shop.

Send them to a shoe repairman. Nothing you try is going to last for any period of time. A good cobbler will give you back a pair of boots that will last many years.

"Maybe" Aqua Seal with Cotol accelerator? The Cotol just makes it cure faster.
It's waterproof and remains flexible.

Done lots of my own repairs and I'm with Newt on this one.. Good contact cement for loose sole is best bet in my book. Do it before you get it all messed up with dirt or other type glues.

For gluing shoes back together I usually use Barge Cement. Shoe Goo doesn't work for this type of thing, it is made for building up worn out soles and such.

Barge rubber cement is the go to glue for glueing soles on, My grandfather was in the shoemaker supply biz and thats what every shoemaker used. Just follow directions on the can

I use Quikrete Cement for my shoes. They are tailor made. It conforms to the foot.

This is true, however the cobbler would cut the sole loose, fix what caused the separation and then sew the welts back on. In reality completely rebuilding the shoe.
