That is, if the right message is that you are incapable of making your own decision on when it makes sense to wear a mask and when it does not, and that as a government employee you will do whatever you are told no matter how rediculous. Would you trust that same employee to make good decisions about natural resource issues when it is so clear where the marching orders come from?
